After Eirika talks to Ross, the player can use Vanessa to put Ross on the other side of the mountain so he can talk to Garcia. They do not need to recruit him in the chapter, however, as he will automatically join after the battle’s conclusion, though he will not join if Ross dies.

Ross is the only character in the game who can use one of three items to promote; if the player chooses to make him a Fighter, he requires a Hero Crest; but if the player decides to make him a Pirate, he requires an Ocean Seal. Regardless a Master Seal can promote him.
