Go towards the east on Cinnabar Island until you reach the coast. Surf down then turn to the left to reach Seafoam Island. There will be a cave there, get inside. When you enter the cave, you can see a boulder to the right and a hole.

Articuno will have settled somewhere in The Crown Tundra, and will be hovvering in a fixed position a few metres off the ground. We found it in the Old Cemetary first, and then when we failed to catch it, it flew off to an area off the side of the top of Snowslide Slope.
Can you catch Articuno with an ultra ball?
Buy as many Ultra Balls as you can afford at a Poké Mart. The closest one is at Fuchsia City, but you can buy them anywhere. While you could catch Articuno, theoretically, with any ball, the Ultra Ball has the highest chance of success.

Once you’ve caught Articuno (or decided to come back later), head back to the floor with the first river current, and safely cross the water to the east. On the other side, you’ll find 3 Ultra Balls, grab them then head to the ladder up to the southeast. Climb up it where you’ll find an Ice Stone and another ladder up.

You can’t get through Seafoam Island unless you have a Pokémon that knows Strength. So remember to bring it. This underground maze looks mighty confusing, but it’s actually not that bad.
Where to find revive in Seafoam Islands leaf green?
Push it into the hole and head back up. Go south and east and back onto the second plateau. On the southern portion, you will find a Revive . Go down the ladder on this plateau, then head west and take the steps down leading to the ladder in the southwestern corner of this room (be sure to pick up the Big Pearl to the east before heading down).
