What causes a wheel to lock up?
If your steering wheel locks up while the car is in motion, perhaps the most likely culprit is a lack of power steering fluid, or dirty power steering fluid. If damage has caused the system to spring a leak, this could lead to a lack of fluid pressure in the system.
What would cause a front tire to lock up?
Observe the caliper and inspect for a kinked hose, anything out of alignment, or anything damaged. The brake line being loose would allow air into the system. This usually causes a spongy brake pedal, but can cause brake failure as well. The caliper should be greased and needs to be done.
What causes rear wheels to lock up?
Brake shoe contamination can be the cause of rear wheel lockup. If an axle seal or wheel cylinder leaks and contaminates the brake shoe(s) it changes the coefficient of friction. If it is mild contamination then the friction is increased while severe contamination will cause a reduction in friction (See Figure 61.9).
What to do when your tires lock up?
Take your foot off the brake pedal so your wheels can get enough traction to possibly unlock momentarily. Then reapply pressure to the brake if needed. Repeatedly (and quickly) press the brakes over and over until the brakes either disengage or bring you to a safe stop.
What happens if your car locks up?

Push the end of the lug wrench securely onto the key. Apply forward pressure to the lug wrench to hold the key in place on the lock. Pull the wrench to the left or counter-clockwise to break the lock free. Continue turning the lock to loosen and remove.
